The United Kingdom and the United States have finalized a key trade agreement that will maintain no duties on British pharmaceutical shipments going into the American market.

Key Provisions of the Pact

Under the terms of the agreement, the UK has agreed to raise funding on drugs through the public health system. This pledge secures that duties on these vital products will be held at nothing for a timeframe of the next three years.

This development follows earlier threats to dramatically increase duties on patented pharmaceutical products, with potential rates mentioned reaching 100%.

"This deal between the UK strengthens the worldwide climate for cutting-edge drugs and introduces much-needed equity to transatlantic pharmaceutical trade," an announcement said.

Commercial Significance

Medicines represent one of the the United Kingdom's most significant export categories to the United States, which is easily the primary buyer for large companies like GSK and AstraZeneca.

Export figures indicate that in the one-year period prior to September, the UK sold medicines worth £11.1bn to the US. This amount represented nearly one-fifth of all goods exports in that timeframe.

"This deal secures jobs, stimulates investment and facilitates the UK to emerge as a global hub for life sciences," a minister remarked.

Specific British Pledges

The deal entails several specific pledges from the United Kingdom:

  • Higher Cost Ceiling: The UK will lift the affordability limit at which it deems new treatments to be prohibitively costly by 25%.
  • Increased NHS Spending: There is a target to double overall public funding on treatments from 0.3% of the national economy to 0.6 percent over the next decade.
  • Rebate Cap: The percentage drug companies must pay back to the NHS to prevent overspending will be capped at 15%. Last year, refunds were more than twenty percent.

Broader Context

The deal follows a ongoing row between the drug companies and the UK government over spending levels and NHS adoption.

The disagreement were exacerbated by claims that American customers were paying several times more for the equivalent treatments than consumers in the Britain and the EU.

Recently, several large pharmaceutical investments in the UK have been halted or abandoned, while multi-billion-dollar investments have been directed toward American operations.

The Science Minister stated that the NHS needed to increase expenditure on drugs, noting that its expenditure on drugs had decreased as a percentage of its total funding over the past decade.
